Monochromes du grand Nord
C?est après 35 heures de train depuis Moscou (2h d?avion pour la version courte) et 2 heures de conduite digne d?une épreuve de rallye que l?on arrive enfin dans la petite ville de Teriberka.
Après 4 ans de vie en Russie, je commençais à me faire à l'idée que le pays n'était pas forcément connu pour ses paysages à couper le souffle mais simplement pour ses forêts de bouleaux, ses lacs qui s?étendent à perte de vue devenant glace et paysages de grisaille l?hiver venu. Il aura fallu un peu d?efforts, m?aventurer au-delà du cercle polaire (69,1° latitude), au nord de la péninsule de Kola, pour découvrir ce lieu d?une incroyable beauté épargné par les tentatives de modernisation du pays.
La ville, assise entre les montagnes et la mer de Barents, était jusqu?au milieu des années 1960 une cité prospère de 30,000 habitants vivant de la pêche côtière et de l?élevage des rennes. Les changements dans l?administration locale et les nouvelles normes de pêches ont détourné les bateaux vers Mourmansk, où les installations plus récentes permettaient une pêche industrialisée et plus rentable.
Depuis le début des années 2000, malgré les promesses des autorités locales, rien n?est venu enrayer le cercle vicieux de la dégradation de l?infrastructure, de l?appauvrissement et de l?exode. C'est en 2014 que la situation évolue avec le succès international du film Leviathan d?Andreï Zviaguintsev, un drame social filmé à Teriberka et qui rencontre un immense succès en Russie et à l?étranger. Ce succès braque les projecteurs sur la ville et la beauté de ses paysages, et laisse espérer une résurrection par le tourisme.
Aujourd'hui, Teriberka est une ville abandonnée de 500 habitants entouré d'une nature sauvage rappelant la magie des fjords norvégiens. Le sentiment est pesant. La beauté des lieux est largement contrebalancée par les récits des vies de misère de ses hôtes.
On fait rapidement le tour de la ville, seule une promenade de nuit à la chasse aux aurores boréales permet de ne pas remarquer les maisons, bateaux, et écoles abandonnées.
Malgré le nombre grandissant de touristes venant admirer les aurores dans la région, 450 000 en 2019 (40% de Chinois) selon les autorités, très peu sont optimistes pour leur avenir dans la région. Beaucoup réfléchissent à s?exiler vers Mourmansk ou dans une autre région alors qu?au même moment, des entrepreneurs étrangers viennent investir dans le tourisme local en construisant hôtels flambants neufs et en profitant de la faible compétition du secteur.
The agony of the Kola Peninsula
It is only after 35 hours by train from Moscow (2 hours by plane for the short version) and 2 hours of driving worthy of a rally race that we finally arrive in the small town of Teriberka.
After 4 years of living in Russia, I was used to the idea that the country was not necessarily known for its breathtaking landscapes but simply for its birch forests, its lakes stretching as far as the eye can see becoming ice and grey landscapes in winter. It took some effort, venturing beyond the polar circle (69.1° latitude), north of the Kola peninsula, to discover this place of incredible beauty spared by the attempts of modernization the country.
The city, sitting between the mountains and the Barents Sea, was until the mid-1960s a prosperous city of 30,000 inhabitants living from coastal fishing and reindeer herding. Changes in the local administration and new fishing standards diverted boats to Murmansk, where newer facilities allowed for industrialized and more profitable fishing.
Since the early 2000s, despite promises by local authorities, the vicious circle of deteriorating infrastructure, impoverishment and out-migration has continued unabated. In 2014, the situation will change with the international success of Andrei Zviaguintsev's Leviathan, a social drama filmed in Teriberka that has met with immense success in Russia and abroad. This success puts the spotlight on the city and the beauty of its landscapes, and gives hope for a resurrection through tourism.
Today, Teriberka is an abandoned town of 500 inhabitants surrounded by wild nature reminiscent of the magic of the Norwegian fjords. The feeling is heavy. The beauty of the place is largely counterbalanced by the stories of the miserable lives of its hosts.
One quickly makes the tour of the city, only a night walk hunting for the Northern Lights makes it possible not to notice the abandoned houses, boats, and schools.
Despite the growing number of tourists coming to admire the aurora in the region, 450,000 in 2019 (40% Chinese) according to the authorities, very few are optimistic about their future in the region. Many are thinking of moving to Murmansk or another region while at the same time foreign entrepreneurs are investing in local tourism by building brand new hotels and taking advantage of the low competition in the sector.
