Bonnets rouges, entre revolte et revendications
Le mouvement « des Bonnets rouges », apparu fin 2013 en Bretagne a la faveur de la crise économique qui a fait vaciller le gouvernement en cette fin d annee, est un melange complexe de revendications économiques, fiscales et regionalistes.
Historiquement, ce mouvement voit le jour en 1675 lorsqu?éclate une révolte antifiscale dans l?ouest de la France. En 2013, un elan de protestation Breton en reprend certains codes, dont le symbole le plus emblematique est le bonnet rouge.
Fin 2013, alors que l?industrie agroalimentaire Bretonne (Groupe GAD (abbatoir de porc), Marine Harvest (production de poisson), Tilly Sabco et Doux (production de volailles), Jean Caby (salaison)) connait de graves difficultes economiques, le gouvernement annonce la mise en place de l ecotaxe poids-lourd.
Pour des milliers de citoyens Bretons, d elus, de syndicalistes et de patrons, cette nouvelle taxe est ressentie comme la goutte d?eau qui fait deborder le vase. La fronde s organise et reprend le flambeau d un mouvement lance par les salaries de ces entreprises en difficultes.
Le collectif "Vivre, decider et travailler en Bretagne", emmene notamment par le maire de Carhaix (29) Christian Troadec, (maire « divers gauche regionaliste ») devient le fer de Lance d?une vague contestataire qui s etend. En s elargissant, celle-ci prend la forme d une union regionale face au pouvoir national, centralise a Paris.
La contestation touche a d autres thematiques qui integrent alors le spectre de la colere et des revendications : Soutien economique, augmentation du taux de TVA au 1er janvier, radars, politique plus régionaliste et, meme a sa marge l equitaxe.
A la fin du mois d octobre, les bonnets rouges organisent des rassemblements un peu partout en Bretagne.
Le 2 novembre, une grande manifestation reunie 30000 personnes à Quimper (29) et raisonne à l echelle nationale. Une foret de drapeaux bretons et de bonnets rouges envahissent les rues tandis ce qu a sa marge, éclatent de violents affrontements avec les forces de l?ordre.
Fort du succes de cette manifestation, les rassemblements se succedent et chaque jour, les bonnets rouges concretisent leurs mecontentements. Les portiques ecotaxes sur les axes routiers sont mis a mal, des radars sont vandalises, etc.
À Paris, le manque d anticipation initial amene plusieurs ministres a se mobiliser autour du 1er ministre d alors, Jean Marc Ayrault. Le gouvernement propose le 29 octobre la suspension du projet ecotaxe, ainsi qu un pacte régional pour la Bretagne doté de 2 milliards d?euros (Compose d?aides deja prevues, et de nouvelles aides)
Les revendications du collectif perdurent néanmoins, ne voyant la qu une man?uvre politique reportant simplement la mise en place d?une taxe jugee injuste pour une region qui ne possede pas d alternatives au transport routier.
D autres manifestations suivront.
Apres le succes des rassemblements, le collectif des bonnets rouges prolonge son action et organise les etats generaux de Bretagne en Mars 2014. Les sympathisants s expriment lors de comités locaux. Il en résulte un cahier de Doleance ou figurent 11 propositions.
Suite au remaniement ministeriel post-election municipale du mois d avril 2014, Ségolène Royal, fraichement arrivee au gouvernement, annonce dans la foule de sa nomination une volonte de remettre a plat cette taxe. Est-ce un effet d annonce ou bien le 1er acte de la mise a mort de ce projet ? Nul ne le sait encore.
Meme si le mouvement fait « moins parler de lui » au printemps, les bonnets rouges continuent les attaques éclairs contre certains portiques (incendies à Bains de Bretagne, puis demontage du portique, occupation du portique de La Gravelle, presences permanentes des forces de l ordre sur certains portiques, etc.) et attendent une reponse officielle du gouvernement après les élections europeennes?

Red caps, between revolt and claims
The Red Caps movement, which emerged in Brittany at the end of 2013 as a result of the economic crisis that caused the government to falter at the end of the year, is a complex mix of economic, fiscal and regionalist demands.
Historically, this movement was born in 1675 when an antifiscal revolt broke out in western France. In 2013, a Breton protest rally took up some of its codes, the most emblematic symbol of which is the red cap.
At the end of 2013, while the agri-food industry in Brittany (GAD Group (pig slaughterhouse), Marine Harvest (fish production), Tilly Sabco et Doux (poultry production), Jean Caby (curing)) was experiencing serious economic difficulties, the government announced the introduction of the truck ecotax. For thousands of Breton citizens, elected officials, trade unionists and bosses, this new tax is felt as the last straw. The slingshot organizes itself and takes up the torch of a movement launched by the employees of these companies in difficulty.
The collective -Living, deciding and working in Brittany-, led by the mayor of Carhaix (29) Christian Troadec, (various regionalist left mayor) becomes the Lance's iron of a wave of protest that is spreading. As it expands, it takes the form of a regional union against national power, centralized in Paris.
The dispute touches on other themes that then integrate the spectrum of anger and demands: economic support, increase in the VAT rate on 1 January, radars, a more regionalist policy and, even at its margin, equitax.
At the end of October, the red hats organize rallies all over Brittany.
On November 2, a large demonstration gathered 30,000 people in Quimper (29) and discussed on a national scale. A forest of Breton flags and red hats invade the streets while at its edge, violent clashes with the police break out. Following the success of this demonstration, the rallies followed one another and every day, the red caps concretized their dissatisfaction. Ecotax gantries on roads are damaged, radars are vandalized, etc.
In Paris, the lack of initial anticipation led several ministers to mobilize around the then Prime Minister, Jean Marc Ayrault. On 29 October, the government proposes the suspension of the ecotax project, as well as a regional pact for Brittany with a budget of €2 billion (consisting of aid already planned, and new aid). Nevertheless, the collective's demands persist, seeing it as a political manoeuvre simply postponing the introduction of a tax deemed unfair for a region that does not have alternatives to road transport.

After the success of the rallies, the collective of the red hats continues its action and organizes the general states of Brittany in March 2014. Sympathizers express themselves in local committees. The result is a Doleance booklet containing 11 proposals.
Following the ministerial reshuffle following the municipal election in April 2014, Ségolène Royal, who recently arrived in government, announced in the crowd of her appointment a willingness to review this tax. Is it an announcement effect or the first act of the death of this project? No one knows yet.
Even if the movement makes less talk about it in spring, the red hats continue the lightning attacks against certain gantries (fires in Bains de Bretagne, then dismantling of the gantries, occupation of the gantries of La Gravelle, permanent presence of the police on certain gantries, etc.) and await an official response from the government after the European elections...
...or risk resuming movement.
