Afghanistan - Le retour des Talibans
Il y a six mois, le 15 août 2021, les talibans pénétraient dans Kaboul. 20 ans après avoir été chassés du pouvoir, ils reprenaient alors le contrôle du pays, au profit du président Ashraf Ghani, qui quittait le pays reconnaissant la victoire des intégristes religieux.
Six mois après le monde entier attend de voir le vrai visage du régime à venir. Si cette nouvelle génération de talibans cherche à se présenter comme plus modérée que la précédente au pouvoir de 1996 à 2001, les signaux sont cependant alarmants et la société afghane connaît d'ores et déjà une mutation profonde. Une crise alimentaire grandissante et une situation économique difficile. Le pays tout entier semble être sur le point de s'effondrer, et la capacité de ses nouveaux dirigeants à le redresser reste à prouver.
Les talibans tentent bien de nouer des relations diplomatiques à l'international. Si le gouvernement souhaite bénéficier d'aides de l'étranger pour tenter de limiter la catastrophe humanitaire se profilant en Afghanistan, il est confronté à un problème de taille. En effet, aucun État n'a pour l'heure reconnu le gouvernement des talibans, demandant des garanties en termes de droits humains notamment.
La situation financière oblige les banques à imposer des plafonds de retrait pour éviter l'effondrement du système bancaire. Pas plus de 200 dollars de retrait par semaine.
Les femmes font partie des principales victimes du retour des talibans au pouvoir en Afghanistan. Selon une trentaine d'experts indépendants de l'ONU, le gouvernement actuel, s'il a promis d'être moins strict que dans les années 1990, tente tout de même « d'effacer progressivement les femmes et les filles de la vie publique en Afghanistan ».

Indeed, no state has yet recognized the Taliban government, demanding guarantees in terms of human rights in particular.
The financial situation is forcing banks to impose withdrawal limits to avoid the collapse of the banking system. No more than $200 can be withdrawn per week.
Women are among the main victims of the return of the Taliban to power in Afghanistan. According to some 30 independent UN experts, the current government, while promising to be less strict than in the 1990s, is still trying "to gradually erase women and girls from public life in Afghanistan."
